The Under Secretary directed the DON CIO to take the lead for this endeavor.

The Under Secretary of the Navy, The Honorable Robert O. Work, signed a memo, dated Dec. 3, 2010, addressing information technology (IT)/cyberspace efficiency initiatives and realignment in the Department of the Navy. The memo underscores the challenge from Secretary of Defense (SECDEF) Robert Gates to think about the DON's approach to IT initiatives and to centralize and consolidate efforts where it makes sense. Work and Department of the Navy Secretary Ray Mabus view SECDEF's challenge as an opportunity to become efficient in the DON's IT procurement and business processes and to define a department strategy to shape the way forward in information management (IM), IT and cyberspace. The memo directs the DON Chief Information Officer to take the lead for the department for this endeavor, noting that it is a team effort and no one organization can do it alone.

The president identified transparency, participation and collaboration as the principles of an open government, which requires that government information and data be accessible to all citizens. To ensure that persons with disabilities have equal access to their government, agencies must buy and use accessible electronic and information technology, as required by Section 508 of the Rehabilitation Act of 1973 (29 U.S.C 794d), as amended.

The purpose of this memo is to direct agencies to take stronger steps toward improving the acquisition and implementation of accessible technology, as well as make them aware of existing resources to support this effort. The General Services Administration, as part of its statutory requirement, provides technical assistance to agencies on Section 508 implementation and has created a number of tools, available at www.Section508.gov, to help agencies develop accessible requirements, test the acceptance process, and share lessons learned and best practices. In particular, the BuyAccessible Wizard available at www.buyaccessible.gov helps build compliant requirements and solicitations. The civilian cyber/IT workforce senior leadership across the Department of the Navy regularly deals with new processes and procedures to accomplish the DON's IT work. Recently, the Federal Government directed several new civilian human resources (HR) initiatives to include transition from the National Security Personnel System (NSPS) back to the General Schedule (GS) system. While working new initiatives is time-consuming, this effort can be seized as an opportunity to renew and stabilize civilian workforce management within DON commands.

The Department of the Navy Chief Information Officer has updated the security control mapping document originally published in November 2009. DON CIO has collaborated with Assistant Secretary of Defense (Networks & Information Integration) (ASD (NII)) to further refine the mapping of the Department of Defense's current security controls to the new consolidated security controls in NIST SP 800-53, revision 3. In addition to the revisions from the ASD(NII) review, DON CIO's updated security control mapping document also contains a more thorough mapping of the new NIST SP 800-53r3 security controls to those published within the legacy Director of Central Intelligence Directive (DCID) 6/3.

Recently, the National Institute for Standards and Technology (NIST) published Special Publication (SP) 800-53, revision 3, Recommended Security Controls for Federal Information Systems and Organizations, which provides a consolidated catalog of security controls. The Department of the Navy will continue using the DoDI 8500.2 as the authoritative source for security controls until otherwise specified. However, understanding the changes represented in NIST SP 800-53r3 will be essential as Department of Defense and the DON begin transitioning to the NIST set of security controls. For that reason, the DON CIO developed security control mappings using the NIST SP 800-53r3 and existing DoD and IC security control documents.

The National Telecommunications and Information Administration (NTIA) Interdepartment Radio Advisory Committee (IRAC) recently approved an addition to the Manual of Regulations and Procedures for Federal Radio Frequency Management. The new paragraph, 8.2.47, enables federal and non-federal agencies to share radio systems. Navy and Marine Corps first responders may have an opportunity to dramatically expand their geographic coverage without the prohibitive cost of building additional infrastructure. This change in governance charts a new course away from federal and non-federal agencies jealously guarding their allotted spectrum. Before this change, sharing among federal and non-federal radio systems was extremely difficult and as a result, rare.

This memo promulgates policy defining the initial implementation and directs the use of the DON Enterprise Architecture (EA) Hierarchy. The DON EA Hierarchy provides a structure to relate the complete set of activities occurring within the DON. The hierarchy is a key component of the DON EA intended to provide a means for senior leaders to make informed decisions and relate activities and capabilities within the DON to the Joint Staff Capability Areas (JCA). The JCA serves as the Department of Defense’s common framework and lexicon for the organization of capability portfolios.
