The National Defense Authorization Act for Fiscal Year 2012 requires all Defense Business Systems (DBS) with a total cost in excess of $1 million over the Future Years Defense Program, appropriated or non-appropriated, to be pre-certified by the DON chief management officer and then be certified by the Investment Review Board and DBS Management Committee. The goal of this memo is to reestablish the certification package submission deadlines.

Happy New Year! This year, the Department of the Navy will build on the efforts of 2011 as we continue on our difficult but necessary journey to transform the way the department manages its business information technology. Finding ways to become more effective in how we acquire and operate IT will lead to decreased costs and ensure we hit the target of reducing the IT budget by 25 percent by 2017.

Since its inception, the focus of the Department of the Navy Information Technology Policy Guidance has been on enabling knowledge dominance by directing that our information management/information technology spending support the creation of a joint, net-centric naval networking environment. The net-centric vision remains a goal, but cutting the Department's IT spending is the priority for 2012. In the face of sharply reduced defense budgets, the Under Secretary has directed the DON to cut IT spending by 25 percent over the next five years. To that end, several new policies are in effect for Fiscal Year 2012. This memo provides details on those policies.

In accordance with the memo of April 15, 2011, Department of the Navy Enterprise Information Technology Standard Business Case Analysis (BCA) Template, and the memo of June 30, 2011, Required Use of DON Enterprise Information Technology Standard BCA Template, this article provides a template and user guidance for the DON Standard BCA; Problem Statement (PS) and PS and General Program Requirements templates; as well as a list of questions frequenly asked about BCAs and PSs.

The Department of Defense Information Technology Portfolio Repository-Department of the Navy (DITPR-DON) process guidance document provides a comprehensive discussion of core DITPR-DON functionality and basic lifecycle transactions. This information will enable all users to gain the understanding necessary to perform the basic IT asset management functions of registering, transferring and archiving DON IT systems within DITPR-DON. Guidance is also provided on the administrative and user-based roles and responsibilities associated with DITPR-DON, clearly delineating the requirements for each task and step within the core transactions. Specific information on how to access guidance on additional functionality capabilities of DITPR-DON is also provided.

The purpose of this memo is to articulate the Department of the Navy expectations associated with ensuring that an acquisition is consistent with the Global Information Grid policies and architecture, as part of the Title 40/Clinger-Cohen Act confirmation process.

This memo tasks the Department of the Navy Chief Information Officer as the Secretary of the Navy's senior advisor on information technology/national security systems (NSS) performance, and as the DON IT/Cyberspace Efficiency Lead, to analyze and assess the DON's IT/NSS investments for efficiency and effectiveness and make recommendations for actions that could be taken to reduce the Department's IT costs while maintaining operational effectiveness and warfighter support.

The Consolidated Afloat Networks and Enterprise Services (CANES) program recently achieved a significant engineering milestone with the completion of Critical Design Reviews (CDR) for the two competing CANES systems being developed by Lockheed Martin Mission Systems and Sensors and Northrop Grumman Information Systems.

The Department of the Navy Chief Information Officer signed out formal data center consolidation guidance officially establishing a moratorium on the purchase of additional data center capacity.

This memo establishes a moratorium to halt all Department of the Navy investment (to include individual program of record resources) in increased data storage capacity without first determining that existing DON data center capacity is insufficient to meet the storage requirements, and determining it is not more cost effective to expand capacity in an existing DON owned Space and Naval Warfare Systems Command, Navy Marine Corps Intranet, or Marine Corps enterprise or regional data center.

This memo requests that the Navy and Marine Corps each designate an Information Technology Expenditure Approval Authority (ITEAA). The ITEAA will be responsible to ensure that all information technology projects undertaken by the Navy and Marine Corps are integral parts of rationalized service portfolios, aligned with DON IT goals and conform to the DON and Department of Defense enterprise architectures. No resource planning, programming or budgeting shall be done and no action shall be taken to acquire or procure any IT software, hardware, or service with a projected lifecycle cost or purchase price totaling $1 million or more unless the project has been approved by the respective service's ITEAA.

Service ITEAAs must be designated not later than Aug. 15, 2011. To maintain coordination and consistency of effort, the service ITEAA will consult with the DON CIO -- the DON's IT/Cyberspace Efficiency Lead.

This document provides an outline, content and formatting guidance for the Program Protection Plan (PPP) required by DoDI 5000.02 and DoDI 5200.39. The outline structure and tables are considered minimum content that may be tailored to meet individual program needs.

The guidance is based on the July 18, 2011, memo, "Document Streamlining -- Program Protection Plan," which can be found on the first page of the download. This memo is the latest DoD guidance on acquisition documentation streamlining and provides detailed information on the preparation of the PPP, one of the requirements for Clinger-Cohen Act certification for acquisition programs.

This memo directs the consolidation of the Department of the Navy's portal and web services into an integrated and centrally governed Navy Marine Corps Portal Environment (NMCP) to enhance an effective security posture and to ensure mission effectiveness, cost savings, interoperability and ease of use. It establishes the vision, goal, objectives and governance to be used to create the framework and enable the DON to execute the necessary steps required to migrate DON organizations to the NMCP environment.

This memo expands on the April 15, 2011, DON CIO memo: "DON Enterprise Information Technology Standard Business Case Analysis Template," which mandated the use of a standard business case analysis template for all Department of the Navy IT investments subject to Information Enterprise Governance Board consideration. This memo broadens that requirement to include all DON IT-related initiatives and projects requiring DON, Functional Area Manager, or Echelon II enterprise-level board consideration.

The Department of the Navy Chief Information Officer published the DON Information Management/Information Technology/Cyberspace Campaign Plan for FY2011-2013, which outlines IM/IT/cyberspace priorities for the next 24 months.

The DON Information Management/Information Technology/Cyberspace Campaign Plan for Fiscal Years 2011-2013 outlines the IM/IT/cyberspace and IRM priorities of the Department of the Navy for the next 24 months. Throughout this period, the DON will retain the flexibility to respond to emerging challenges and opportunities; therefore, the plan is a living document, which will incorporate feedback and updates as necessary.

The Department of the Navy Enterprise Architecture (EA), with its initial release in July 2009 and version 2.0.000 release in July 2010, continues to support departmental efforts toward effectiveness and efficiency by providing standardized processes, detailed guidance and a central location for DON EA information. By using the DON EA, program managers can avoid duplication of effort and more quickly produce enterprise architecture solutions for their program.

MARADMIN 253/11 identifies U.S. Marine Corps Functional Area Managers and their roles and responsibilities relative to information technology portfolio management.

The purpose of this budget guidance memo is to provide guidance for the preparation and submission of FY 2013 program/budget estimates for the Department of the Navy program/budget review.

This memo states that the Integrated Product Teams established to address specific information technology efficiency focus areas must provide a business case analysis (BCA) to support all recommendations and plans presented to the Information Enterprise Governance Board (IGB) for final review and approval. A standard BCA template has been developed to facilitate "apples to apples" comparisons. The DON Enterprise IT BCA template (enclosure) is based on business cases used in the Department of Defense and industry. It has been customized to meet the needs of the DON, but may be tailored as deemed appropriate by the IGB.

Recordings and transcripts of three sessions hosted by the Department of the Navy Chief Information Officer, Terry Halvorsen, during the DON Information Technology Conference, West Coast 2011, are now available. The sessions include: the Cyber/IT Workforce Town Hall, the DON IT Way Ahead Discussion, and the Functional Area Managers/Command Information Officers session.
