The purpose of this memo is to update the Department of the Navy Information Assurance (IA) Platform Information Technology (PIT) policy. DON Platform IT is a concept for risk management and approval of DON IT systems that do not interconnect with Department of Defense networks and the Global Information Grid. The DON PIT policy stresses that IA requirements still apply to PIT systems and provides guidance to PIT policy implementation within the DON. Enclosures to the DON PIT policy include (1) definitions related to PIT and (2) DON PIT IA guidance and implementation.

The PIT Checklist is provided to assist acquisition program managers in assessing the characteristics of a proposed IT system or component to determine if it is a Platform IT candidate and, therefore, subject to IA implementation.

This memorandum builds upon the Department of the Navy Enterprise Architecture Strategy Memo that was released on Feb. 18, 2009. This memo is part of a series of policy documents that articulate the DON strategy for development, management and use of the DON EA. Operational Subject Matter Experts (SMEs) shall comprise Communities of Practice (COP) that will provide and validate operational content within DON Segment Reference Architectures. DON CIO, with collaboration from DON Deputy CIO (Navy) and DON Deputy CIO (USMC), shall identify the appropriate Operational SMEs. The development and governance of the DON Segment Reference Architectures (SRA) will require collaboration between the designated Service Architects and the respective COPs.

This memo states the required actions to develop and refine the processes associated with the COPs aligned to the SRAs, and the DON plans to pilot COP processes for Battlespace Awareness, Command and Control and Net-Centric SRAs between now and the end of FY2009.

This memo announces the initial criteria for "green" IT energy efficiency and that a series of policy memoranda will be issued to outline specific plans and/or procedures as well as goals and standards to address objectives for electronic stewardship and energy savings of information technology, or green IT.

Additionally, it requires Command Information Officers within 45 days of the signature date of this memo to provide a plan describing how the Department of Defense Electronic Stewardship Implementation Plan, 2008, will be implemented for all eligible computers and reproduction equipment. It also provides a list of DON information management electronic stewardship criteria.

This memo promulgates policy defining the initial implementation and directs the use of the DON Enterprise Architecture (EA) Hierarchy. The DON EA Hierarchy provides a structure to relate the complete set of activities occurring within the DON. The hierarchy is a key component of the DON EA intended to provide a means for senior leaders to make informed decisions and relate activities and capabilities within the DON to the Joint Staff Capability Areas (JCA). The JCA serves as the Department of Defense’s common framework and lexicon for the organization of capability portfolios.
